‘The Road Back to 500K Air Arrivals’: Tourism Reinvention in the Cayman Islands

Grand Cayman, Cayman Islands, (22 July 2020) The Cayman Islands tourism industry has faced disruption in various forms throughout its history, from natural disasters, global economic recessions, to global crises; and has proven resiliency which has led recovery and future successes.  Now, with the official launch of the Ministry and Department of Tourism’s comprehensive strategic tourism reinvention plan named The Road Back to 500K (RB5), a blueprint has been laid for the phased return of tourism as the country moves to a new normal in a post-pandemic world of travel.

The Honourable Deputy Premier and Minister for Tourism, Mr. Moses Kirkconnell, launched the RB5 today. The plan aims to be a strategic pivot from the main tenets of the National Tourism Plan (NTP) 2019 – 2023.  The NTP was adopted in February of this year, just prior to the onset of pandemic response in the Cayman Islands which effectively ceased tourism operations in March. However, both the RB5 and the NTP were designed with the same principal goal: to lead tourism effectively, safely, responsibly, and sustainably, now and into the future.

The RB5, developed through extensive collaboration with private sector stakeholders, government partners and in-depth market research, identifies four priority areas that will guide the tourism sector to its return as a major pillar of the Cayman Islands economy.  This tourism recovery strategy addresses methods to stabilise businesses; create new opportunities for displaced tourism employees; and creates a plan for the next two to three years, focusing on four priorities:

  • Reinvent for Readiness: identify current stakeholder challenges and develop the best methodologies to reactivate the tourism sector in an effective and efficient return to be a top pillar of the economy.
  • Stimulate the Domestic Economy: identify strategies to positively impact the country through domestic tourism as the Cayman Islands transitions through the phases of the COVID-19 crisis to recovery.
  • Regain Global Market Confidence and Market Share:  extensive global marketing and promotions of the best practices and methodologies put in place to ensure the Cayman Islands tourism products and services are operating with the highest safety and sanitation standards for accommodations, events, dive, tours and attractions, transportation, and culinary experiences.
  • Bolster Future Tourism Sector Employment: this adaptation strategy will develop new definitions of roles within the industry, including the necessary retraining of tourism professionals to adapt to a new way of operating in the tourism market.

“The business of tourism is an undeniably strong sector, encompassing a plethora of industries that are directly tourism-based as well as those that feed into the industry through a variety of services,” said The Hon. Minister Kirkconnell. “I am confident that the RB5 plan provides the best way forward for a purposefully paced economic recovery that will see the country gradually return to the milestone years of record-breaking stayover and cruise visitation. This will be accomplished in a phased approach that includes creating more opportunities for Caymanians to be part of our tourism industry, embracing the opportunity to rebalance the workforce from majority work permit holders to having more well trained and highly qualified Caymanian faces delivering the Caymankind customer service we are known for as a Caribbean destination.  We have seen the hardship caused for the more than 1,500 Caymanians who have dedicated their lives and livelihoods to this industry, many of whom were faced with unbelievable economic hardships once the difficult decision was made to close our borders. It is our responsibility now to drive efforts such as the RB5 and the NTP to deliver the benefits of this exceptionally well managed and sustainable tourism development plan are a pathway for long term success.”

While led by the Ministry and Department of Tourism, all stages in the development of RB5 included consultation and collaboration throughout government and private sector to ensure the plan has the broadest and most comprehensive impact for the people of the Cayman Islands and the tourism community.  This included:

  • Sector surveys for domestic economy stakeholder feedback
  • Meetings with the accommodation, dive, and attractions sectors
  • Meetings with the Cayman Islands Tourism Association and Chamber of Commerce
  • Collaborations with the Public Transportation Board and Hotel Licensing Board on recommendations to support the tourism industry
  • Developing sanitation guidelines for the tourism sector to safely welcome visitors back

Focusing on the way forward to methodically reopen the industry as the borders reopen, RB5 provides a controlled, phased approach, outlining best practices, new protocols and procedures, and critical policy considerations that will guide the Ministry and Department of Tourism, government entities, and all tourism stakeholders to success.  To view the RB5 plan, visit: OurCayman.ky.

Jamaica Continues to Welcome Visitors; Extends Phase 1 of Reopening Through July

KINGSTON, JAMAICA – July 17, 2020 – Jamaica has announced revised measures for international travelers visiting the island as of July 15. All visitors will still be required to complete an online Travel Authorization. Travelers from Arizona, Florida, New York, and Texas (areas declared by the Ministry of Health and Wellness as high risk at this time), will be required to upload negative COVID-19 PCR test results. Tests should be no more than ten (10) days old measured from the day the sample was taken to the day of arrival in Jamaica.

These results, provided by a CAP-accredited lab, are required for travelers from high-risk locations to receive the Travel Authorization certification, and must also be presented upon arrival in Jamaica. All visitors will still be screened upon arrival in Jamaica via thermal temperature checks, symptom observation and a brief interview with a Health Officer.

Leisure travelers from areas not currently designated as high risk may be subject to swab testing based on symptoms or responses to the risk assessment. Those with negative results – as well as those who do not require testing – must adhere to the Stay in Zone order, which requires persons to remain at their hotel or resort within the Resilient Corridor for the duration of their stay. Those who are screened and assessed and show symptoms upon arrival will be subject to swab testing and must quarantine in their hotel room until test results are available.

“Health and safety are paramount as we reopen our tourist industry on a phased basis,” said Donovan White, Jamaica’s Director of Tourism. “Risk assessment is an important part of preventing further spread of COVID-19 and ensuring that our visitors and residents stay safe. We have developed and are implementing procedures throughout the visitor journey that ensure a seamless process, so they are able to enjoy what our island and its people have to offer.”

Visitors staying outside the Resilient Corridor, who are deemed to be high risk, will be required to take a COVID-19 PCR test once they arrive in Jamaica and will be under quarantine orders until test results are returned. Positive cases will be isolated in home or state facilities depending on an assessment by the health authorities. Visitors who are low risk will not be required to be tested but will be under the stay-at-home measure for 14 days. All Business travelers will receive a swab test at the airport and must remain in quarantine until results are available.

Travelers from high-risk areas must complete the Travel Authorization between two and five days prior to their planned arrival in Jamaica. The online authorization includes the immigration form, thereby streamlining the entry process. Approved travelers will receive a travel certificate, which must be presented (printed or electronic) during the airline check-in process. Travelers from high-risk areas will receive their travel certification or denial 48 hours after submitting their questionnaire. All other travelers may complete the form any time within the five days prior to planned arrival and will receive immediate approval or denial through a scoring algorithm.

The current process will be in effect through July 31. Jamaica’s health and safety measures are revisited every two weeks, which is consistent with the government’s approach of evaluating the COVID-19 global situation. As more is discovered about the virus including medical advancements or as the risk profile changes, Jamaica will make any necessary and appropriate revision to the protocols.

Tobago welcomes your return

SCARBOROUGH Tobago, Wednesday July 15, 2020:  The Tobago Tourism Agency Limited and the destination’s tourism industry stakeholders are seeking ways to stimulate economic activity for the island with initiatives targeting the domestic market.

When the Trinidad and Tobago government closed the borders in mid-March to mitigate the spread of COVID-19, the Agency ran a user-generated campaign to keep travelers and locals “Dreaming of Tobago”, showcasing the island so that it remains top of mind for regional and international visitors amid the COVID-19 crisis.

Now, the Agency is transitioning the destination’s message from “Dreaming of Tobago” to “We Welcome Your Return”, initiating a new phase of storytelling to promote the island in the domestic market. As the country undergoes a phased reopening and easing of restrictions, the re-opening of beaches, restaurants, bars and iconic sites and attractions presents an opportunity for domestic tourism to thrive.

TTAL launched a new campaign video on July 10th called Tobago Welcomes Your Return, showcasing the diverse offerings of destination Tobago through testimonials and videos shot by fans of the island, as the Agency seeks to turn dreaming into reality for residents and visitors from the sister isle of Trinidad.

Sheena Des Vignes, TTAL’s Marketing Coordinator, stated: “Our industry partners have faced incredibly challenging times in the face of COVID-19, and the planned domestic campaign will be about encouraging locals to plan their next Tobago staycation and support local businesses around the island.

We intend to inspire locals with authentic, home-grown storytelling communicated through platforms relevant to the domestic audience, building awareness of Tobago’s offerings and the #101reasonsTobago.”

The campaign will also see the Agency partnering with stakeholder groups such as the Tobago Hotel and Tourism Association to curate and promote things to do, places to stay, and other areas of interest to create the perfect staycation in Tobago.

Louis Lewis, CEO of the Tobago Tourism Agency Limited noted that Tobago’s focus on domestic tourism and staycations is critical to stimulate the island’s economy, which is heavily dependent on travel and tourism.

“In this challenging environment where the pandemic has proven the relevance and importance of tourism, we want to ensure that we take strategic action to contribute to Tobago’s economic sustainability during these trying times. Stimulating our domestic tourism market will lead the way to recovery in a post coronavirus world, especially as international travel remains out of our grasp at this time. Essentially, it is very important that we in Trinidad and Tobago get out and support local, coming together to breathe life into Tobago’s tourism sector once again.”

Turks and Caicos Islands Travel Requirements Prior to Reopening on July 22, 2020

PROVIDENCIALES, TURKS AND CAICOS (July 10, 2020) – Honorable Ralph Higgs, Minister of Tourism for the Turks and Caicos Islands, announces an update to travel requirements to the destination as a part of TCI Assured, a quality assurance pre-travel program and portal, which will be live as of July 15 in advance of the reopening of borders on July 22, 2020.

In consideration of testing availability across the country, the Turks and Caicos Islands is now requiring a negative COVID-19 PCR test result from a test taken within five days of travel, rather than the previous requirement of a test to be taken within three days of travel. Children under the age of 10 years old are not required to be tested.  Additionally, travelers must have medical / travel insurance that covers medevac (insurance companies providing the prerequisite insurance will also be available on the portal), a completed health screening questionnaire, and certification that they have read and agreed to the privacy policy document.  These requirements must be complete and uploaded to the TCI Assured portal, which will be available on the Turk and Caicos Islands Tourist Board website (www.turksandcaicostourism), in advance of their arrival.

Once travelers register on the TCI Assured portal and complete the requirements as outlined, a travel authorization notification will be given. The TCI Assured travel authorization should be presented at the time of check-in to the appropriate airline; airlines will not be able to board passengers without this authorization.

We look forward to welcoming you to the Turks and Caicos Islands, which can best be described as ‘Beautiful by Nature’.  We feel confident these safety measures will allow us to safely reopen our borders and we will continue to review conditions on an ongoing basis to evaluate whether further changes are necessary.

We would like to encourage travelers to comply with all health protocols enforced in our jurisdiction as they are designed to help ensure the safety of our visitors and residents. For more information and to stay informed on the reopening of the Turks and Caicos Islands, call 1 (800) 241-0824 or visit www.turksandcaicostourism.com.  Follow the Turks and Caicos Islands on Facebook, Twitter, Instagram and YouTube.
